Why roofs fail early on the Ocean County shore

Ocean County is a barrier peninsula, a bay and a strip of mainland that is never far from either. A nor'easter tracking up the coast arrives here over open water with nothing standing between it and the eave, and the storms that matter are not the rare ones. Gusts near 60 mph came through in the 2025 nor'easter that pushed Waretown past its flood record, and the system of June 6 and 7, 2026 ran near 75 mph and left more than 42,500 customers without power statewide. On the peninsula sections — Ortley Beach, Normandy Beach, South Seaside Park — there is no upwind building at all. On the bay front from Good Luck Point to Beach Haven West there are miles of open water instead.

What that does not include is the failure New England roofs are known for. The code trigger for an ice barrier is a January average daily temperature of 25°F or colder; Toms River runs an average high near 41°F and a low near 22°F in January, so the shore sits above that line and ice damming is not the story here that it is in Worcester or Springfield. A shore roof rarely fails in the middle of the slope. It fails at the edge, where a nor'easter gets under the first course and works back up the roof one course at a time. Once the seal strip along a run has let go, the same wind that opened it drives rain into the assembly.

Almost nothing starts in the middle of a slope. It starts at the perimeter, because that is where wind pressure concentrates and where the assembly depends on a strip of adhesive doing its job. Once the seal along a run has released, the tab lies back down and looks ordinary from the driveway while offering nothing at all the next time the wind comes. That is why an inspection after a storm is looking for creased tabs and broken seals rather than for missing shingles, and why a roof can be finished long before anything shows up on a ceiling.

How does a roof age turn into an insurance problem in Ocean County?
Carriers underwrite the coastal New Jersey counties — Atlantic, Cape May, Monmouth and Ocean — more tightly than the interior because of named-storm exposure, and roof age is the variable they lean on. Past roughly twenty years an asphalt roof commonly triggers an actual cash value endorsement in place of replacement cost, a surfacing exclusion, or a non-renewal. Under N.J.A.C. 11:1-20 an insurer has to keep the underwriting reasons it can cancel or non-renew on in writing and hand them over on written request, which is worth doing before you assume the roof is the reason.
Does replacing a roof in New Jersey need a permit?
For a detached one- or two-family dwelling, replacing the roof covering is classified as ordinary maintenance under N.J.A.C. 5:23-2.7, and ordinary maintenance needs no permit, no inspection and no notice to the enforcing agency. Attached housing — townhouses, duplexes, condominium units — sits outside that exemption and needs a permit whether or not the work is like-for-like. Structural work on the roof deck or framing brings the permit back in either case, which is one reason the deck gets looked at once the old covering is off.
How many layers of shingles are allowed on a roof here?
Two. A recover is not permitted where the existing roof already carries two or more applications of any roof covering, so a third layer is not an option and the next roof on such a house has to be a tear-off down to the deck. This matters more in Ocean County than it sounds, because so much of the housing stock dates to the 1960s and 1970s and has been through the replacement cycle twice already.
What wind rating does a shore roof actually need?
The code answer is that asphalt shingles have to be tested to ASTM D3161 or ASTM D7158 and carry the classification matching the ultimate design wind speed at the site. The practical answer is that the site value is looked up per address. New Jersey stopped publishing wind tables in Bulletin 19-1 and points to a site-specific lookup instead, warning that entering only a city or a ZIP code returns the centroid value and can understate what the site needs. On a barrier peninsula that gap is the whole question.
